Depopulation districts (DPD) and population increase districts (PID) are located one another closely. So there are little differences in the geographical conditions. A common point between depopulation and population increase districts is the decrease of family in old villages and a different point is inflow of new residents. Population of old villages in DPD decreases better than in PID and undecided ratio of dwelling inheritance in DPD is higher than in PID. Development guidance has to be considered from the viewpoint of relation between new developments and district population or inheritance tendency of dwelling.
